
Former Permacon CEO has been COO of CarbiCrete since 2022.
Montreal, February 13, 2026 – CarbiCrete, a leading firm in the decarbonization of concrete, has announced that its board of directors has promoted its former Chief Operating Officer Gary Belisle to the position of Chief Executive Officer.
Belisle brings to his new role two decades of senior executive experience in the concrete industry including six years as President and CEO of Permacon, Canadian Architectural Products Division, Canada’s largest manufacturer of concrete products and part of CRH. He succeeds outgoing CEO Jacob Homiller.
Belisle joined CarbiCrete in 2022. During his time as COO, the company entered into several strategic partnerships and substantially increased the deployment of its technology, breaking into new markets in Ontario and France.
As CEO of Permacon, Belisle was responsible for over 800 employees in 12 manufacturing plants and three distribution centres in Quebec and Ontario with annual sales exceeding $200 Million. He led several acquisitions, including those of three manufacturing plants in Ontario, and a Quebec-based competitor with one manufacturing plant and three distribution centres.
Previously, Belisle served as Vice-President, Finance and Administration at telecommunications firm Elyps Dispatch Solutions, and as director of DMR Consulting Group’s SAP practice in Quebec and the Maritimes. More recently, he was General Manager and Divisional President of Aquarino Pools, a fiberglass pool manufacturing division of Rinox, a privately-owned concrete products company.

Belisle began his career in the Canadian Armed Forces as a Naval Officer specializing in finance and logistical support. He earned an MBA from the University of Sherbrooke, a Diploma in Management Accounting from St-Mary’s University, and a bachelor’s degree in Business Administration from the Royal Military College in St-Jean, Quebec. Belisle is also a holder of the CPA/CMA designation and has been a guest lecturer in the Carleton University MBA program. From 2013 to 2016, Belisle sat on the board and executive committee of the National Concrete Masonry Association (NCMA).
